Probably not, but it's gonna cost whoever $80 mil minimum to get him and if the Yankees aren't worried about the budget, they'll go extra hard since it won't cost them a pick in the draft. Every other pitcher would, so in the Yankees' case, either overpay for Chapman or watch Dellin Betances further expose himself into Jobaland.

There were rumors that he wants to go back to NYY.
As a Latino...NYC does offer a lot to make a guy like him comfortable.

I guess I won't rule it out completely, but I would be surprised if it happened.
