The timeline does play in Rock's favor, getting a call from Ari sound believable to me.Even after renovations the Skydome can hold 55K for concerts if the staging is minimal. They didn't have a grandiose setup for 'Elimination Chamber' from what I recall. The setup used by WrestleTix and the like is always based on what sections are currently available. Once everything appears to be sold then they start opening up new sections. There's no telling what they expected but whatever it was, Ari was not happy with the number, he called The Rock and it got the ball rolling.

It's more interesting to me that HHH decided to not mention The Rock when he could've just "yada yada"'d his absence in Week 1 after the turn. He could've been as dismissive and passive aggressive as he wanted to....if he didn't do it, that tells me that he didn't want to burn the bridge and that everyone at WWE was still hoping/waiting for Rock to comeback for 1-2 more dates.You could tell they had no plan after The Rock balked at whatever was pitched because they went several weeks without even mentioning him. The first few weeks was all about Cena shytting on the fans in some weak "YOU PEOPLE!" promos, generic BS... he had some good lines here and there but it was so forced. The one segment that tried to tie this back to The Rock and Cody/Cena on a personal level was the worked/shoot promo they did in the ring together once they got back in the states.
There was no connective tissue between 'Elimination Chamber' and 'WrestleMania' which is astounding to me...
