I didn't grow up in the United States so educate me on this: Exactly when/how did rappers/entertainers become the leaders in the black community thus being followed/taken seriously when setting these standards?

About the same time rap became multi million dollar industry and record companies started investing heavy in marketing and merchandising.

Thus rappers became global mega stars, immortalised in death to the point of mythological status. (pac,biggie) this elevated rappers to forefront of the black community in terms of "success".
