I'm not sure how they know, but I'm assuming if you have a Top secret or secret clearance its fairly easy to obtain financial records.

Also, search google for DoD weed stocks or any other variation and you'll see its still banned....

But Secret or Top secret, i don't think they can just access our financials like that, i think its more of going delinquent on payments and such to the point it would affect your clearance.
