sounds like you Don’t know what a coverup is . Doing an independent investigation, suspending and fining him as well as not guaranteeing his job back is not a coverup . They did the shyt to cover themselves from liability as much as possible ( without us knowing the details ) . Ime even accepted the punishment instead of fighting it . They do not have to detail to the public what the violations were . The lady involved may not even want tht out there .
