From what I've seen (in Europe) white girls are just more aggressive IN GENERAL than other girls, not only with black guys but also with white guys. Friends of mine who have been in Sweden and those places have told me that chicks initiate things much more up there, and that's regardless of color. Of course if they do that in general, they'll do it with black dudes too (of course you have the "exotic" factor too). I heard things are crazy in Quebec too. Probably linked to the whole feminism thing.

In my experience other girls (Blacks, Mixed, Arabs...) are less likely to initiate things, might still more traditional or whatever. Not just with Black guys, but with ALL the guys.
