I'm assuming this episode was to show the aspect that Ryan Murphy wanted to show about how gay people were judged harshly during the 90s when these crimes were going on. Blonde dude could have easily escaped through that restroom window but he realized that everyone would look at him differently and his life wouldn't be the same.
