And The guy is a fukk nikka especially because he let the country's foreign reserves reach new lows while head of the Central Bank (yep, they witnessed him fukk up, put him away and now he's back on the same post he fukked up at). Foreign investment levels never rose, and every thing that looks like a foreign investment ends up biting us in the ass because they always leave with more than what they brought in.

In short; dude got into power to further rape the people. He was one of the most blatant with it too.

Reconnaissance Satellite to Give Morocco Military Edge over Algeria

Morocco is set to bolster its reconnaissance capabilities through the launch of a state-of-the-art satellite. The move has stirred fears in Algeria.

After Spanish media raised concerns of Spain’s military officials over Morocco’s spy satellite, comes the turn of Algeria, which looks at Morocco’s steps to gain satellite technology with a suspicious eye.

“Total panic”, “A superiority that drives Algeria crazy”. It is thus that the news portal of French media, France inter, describes Algeria’s reaction to the news of the launch of a Moroccan reconnaissance satellite on November 8.

Algiers, which is arming itself, is finally aware of the strategic inefficiency of the stockpiles of weapons that it has steadily accumulated since the lifting of the military embargo in 2006. “This satellite will enable Moroccans to locate the positions of the Algerian army and the Polisario militias,” notes the website, adding that the satellite will be owned and used 100% by Morocco.

Regarding Spain’s concerns, the French media underlined that “Spain does not have these means of observation. It has shares in the French spy satellites Helios, but not more than 2.5%. In other words, it can use 2.5% of the space time of this satellite”.

According to France Inter, the Spaniards are infuriated, because before they can have the same advantages, the Spanish army will have to wait several years. “Meanwhile, their Moroccan friend and ally will have the possibility to spy on them freely, thanks to France,” stated the French media.

Morocco and France signed in 2013 an agreement shrouded in secrecy to build the €500 million satellite, which will enable Morocco to be the third African country, after Egypt and South Africa, to acquire such an advanced spy technology, said the French media.

Built by Airbus defense & Space Company, this Moroccan satellite will be launched from the European space port of Kourou in French Guiana using an Italian Vega rocket.

Racist land policies fatal for economy, warn analysts

Analysts have described a government policy pronouncement which provides for long term leases to black farmers and short term ones for their white counterparts as discriminatory and bad for the economy.

Under the arrangement, the remaining 400 farmers will be issued with five year leases while their counterparts receive 99 year bankable leases.

Lands minister Douglas Mombeshora also told chiefs on Saturday that all partnerships with whites, should black farmers consider them, must be approved by his ministry.

However, president Robert Mugabe emphasized that Zimbabweans with farms who are unable to utilise the land should surrender it back to state than enter into partnerships or lease it to white farmers.

Political commentator Maxwell Saungweme said the policy is discriminatory and borders on illegality as those farmers have Zimbabwean citizenship.

"The whites are Zimbabwean too and a government policy must be inclusive and not discriminatory.

"The policy confirms Mugabe's anti-white position and reverses all rhetoric about reconciliation," said Saungweme.

He added that the development negates the existence of Vice President Phelekezela Mphoko's Ministry of National Healing and Reconciliation.

"It also makes Mphoko's ministry a political jester. This policy is not anti-West but anti-white Zimbabweans hence a dividing than uniting one."

Commenting on the implication of the policy on the economy, Saungweme said, "Where a government promulgates discriminatory policies, development partners such as World Bank, and other donors won't provide financial support to such programmes that go against principles of inclusiveness and non-discrimination they hold dear.

"It's another low for Zimbabwe and the Zanu PF regime."

Before the unplanned chaotic land reform of which started in the year 2000, there were more than 4,500 white commercial farmers who were largely keeping the country's economy afloat by generating the foreign currency required for key imports.

Since then, the country has struggled with serious foreign currency shortages.

Mike Mavura, a visiting politics lecturer at Rhodes University, said the land reforms programme represented a political reformulation of Zimbabwean citizenship based on race and party loyalty.

"Zanu PF political logic clouds judgement and so through pronouncements such as the minister's, we have shifted from nationalism (President Mugabe's early 80's let's turn our swords into plough shares speech) to nativism based on race and party loyalty," he said.

NDJAMENA / GAROU BOULAI, CAMEROON — The Central African Economic and Monetary Community reached a key milestone this week. Heads of state meeting in Chad lifted visa requirements for their citizens traveling within the six-member regional bloc. But challenges remain to ensuring free movement and deepening economic integration.

The announcement marked the culmination of 23 years of negotiation.

Citizens of Cameroon, Equatorial Guinea, Central Africa Republic, Congo-Brazzaville, Gabon and Chad no longer need visas to travel within the six-member economic bloc.

Chadian President Idris Deby made the announcement at the CEMAC heads of state summit in Ndjamena.

Deby said the people have rightfully been waiting for strong actions that concretely demonstrate that the integration of central Africa is a reality, which is the main reason the Central African Economic and Monetary Community was created. He said everyone who visited Chad this week can testify that they were exempted from visa charges.

CEMAC was founded in 1994, but has trailed behind other regional blocs on the continent in lifting visa restrictions.

Economist Youssouf Saleh, Chad's former prime minister, said for CEMAC, it is better late than never. But he added that the effectiveness of the free movement of goods and people will depend on whether there is also an integrated and competitive economy and whether political divides that have hampered economic activity are broken.

Last year, the economies of Gabon and Equatorial Guinea took a hit amid the global drop in oil prices. The two countries sealed their borders to stop job-seeking youths flooding into their countries and even began expelling some migrants from other CEMAC countries.

Only Chad, Cameroon and Gabon have started issuing the CEMAC biometric passports, despite a January 2014 deadline.

Security concerns are also hindering free movement. At Garoua-Boulai on Cameroon's eastern border with the C.A.R., border controls remain with travelers prevented from crossing on both sides.

Cameroonian Colonel Etienne Detou said they have arrested rebel combatants from the Central African Republic trying to cross disguised as business persons and refugees.

He said although there is relative peace on the Cameroon side. But he added it should be noted there are regular incursions by armed groups and highway robbers from Central African Republic. He said the military and the police should be very vigilant and self-defense groups should participate in safeguarding their territory.

Cameroon and Chad are also limiting free movement of people at their common border. Both countries have suffered Boko Haram atrocities as well and want to make it harder for the terrorists to penetrate.

CEMAC Commission President Pierre Moussa said the states are taking measures to address security concerns.

He said for the new visa-free policy to be fully effective, the heads of state have authorized the Development Bank of Central African States to pay $2 million as part of the debt they owe the International Police Organization so that they can help secure the borders of CEMAC.

Other ambitious plans for CEMAC regional integration are yet to be executed, including plans to create a regional airline and to build roads linking the regional capitals.

Ivory Coast increases electricity output with new hydro plant

SOUBRE, Ivory Coast, Nov 2 (Reuters) - Ivory Coast started producing power on Thursday at a 275 megawatt (MW) hydroelectric plant that will boost the country’s electricity output by more than 10 percent.

Ivory Coast, the world’s top cocoa grower, has emerged from a decade-long political crisis as Africa’s fastest-growing economy, but that growth has strained power supplies.

The new plant near the southwestern city of Soubre was financed by a $500 million low-interest loan from China’s Export-Import Bank and built by China’s state-owned hydropower engineering firm Sinohydro Corp.

“The Soubre dam will allow Ivory Coast to produce abundant and inexpensive electricity,” President Alassane Ouattara said at the inauguration ceremony. “We are going to continue constructing other hydroelectric plants.”

Sinohydro started construction on Thursday of another 112 MW hydro plant near Soubre, which is expected to take three years to build. The Ivorian government will fund half of the $306 million cost, with the rest coming from bilateral donors.

Unlike many countries in sub-Saharan Africa, Ivory Coast has a reliable power supply. It exports electricity to neighbours Ghana, Burkina Faso, Benin, Togo and Mali, and plans to extend its grid to Liberia, Guinea and Sierra Leone this year.

But with domestic consumption rising by about 10 percent a year, the government is under pressure to boost supply at home and aims to increase output to 4,000 MW by 2020, from the current 2,275 MW. (Reporting By Loucoumane Coulibaly; Editing by Aaron Ross and Susan Fenton)
