They generally doing like other criminals groups or clans do which is trying to established their brand by killing and intimidating by getting everyone to understand their presence. All current world powers have done this in the past. China, Russia, UK and EU nations.
Yet they've killed more non whites than whites.

This is very true and mostly not understood by many people. Geography matters. But that's also one reason why French intelligence is perceived as less good than the US and the UK : not coincidentally, both countries you take as examples are insulated.
