He had a million chances and fukked up every single one of them. WWE signed him when he was still a teenager and he fukked that up. They gave him a few years to mature and try again and he fukked up that up. He makes a huge scene in ROH and then they won't have him back. He makes waves in TNA and is just as quickly fired. Both give him another shot and he fukks it up in both companies. Despite his reputation already, revamped MLW decides to build the company around him and his group and promptly goes under.
WWE gives him ANOTHER shot in 2005 and he goes out of his way to do shyt they asked him not to do in his try out match so they pass and never look at him again. Not long after, his other family members (Davey Boy Jr., Tyson Kidd, Nattie) get hired. He's relegated to small indies (the biggest probably being JAPW which also was one of the few places booking Low Ki at his worst) and having to work in Mexico, where they apparently don't give a fukk about professionalism at all.
fukkin' Joey Janela meme booking gets him back in the good graces of more modern and decent sized indies in the US, MLW is back and Court Bauer is again going to bat for him for some reason, despite this he just keeps getting arrested and it still takes like 4 arrests for violent shyt before Bauer finally cuts bait. And he STILL got booked last year in multiple promotions.
I've never seen a clearly dysfunctional fukk up get so many chances, especially as a guy who never even made it to the big time and had some kind of national presence and star power.
