At best, you can get a situation where at the county level not voting doesn't shift the favorite. IE if you live in a Democratic county not voting just means Democrats win easier.

This is absolute nonsensical jibberish. Biden won Arizona by roughly 10k votes, and roughly 2% of voters in that state are black. If the 80-90% of black ppl that likely voted for Biden decided not to vote at all, all of Arizona's electoral votes go to Trump. Black people make up 29% of the vote in Georgia, and Biden won by fewer than 12k votes. Again, if the majority of those voters decide not to, Trump easily wins in an otherwise highly contested state. After that, he only needs 11 electoral votes, essentially one other mid-sized state to win reelection.

Again, the math doesn't lie. Black people staying home on election day would all but guarantee a Republican sweep in probably both presidential and down ballot races.
