At best, you can get a situation where at the county level not voting doesn't shift the favorite. IE if you live in a Democratic county not voting just means Democrats win easier.

The answer to the last question is it depends on where we are located. If all black people stopped voting and we all lived in heavily Democrat counties then it won't mostly won't mean much.

I honestly think chasing reparations was a failing strategy in the first place. It won't happen. Had they just developed ADOS and focused on black politics and issues generally, they'd be more influential. They shot themselves in the foot by chasing reparations which I kinda feel everyone accepts that no matter how legitimate of a claim it is, that its not going to happen. You could get every black politician to support it, and that alone wouldn't get it passed. Black politicians barely 9% of Congress.

In an EC system, the winner is chosen by state plurality. Less people voting means it is easier for the opposition to gain a plurality, especially in "purple" states.
