common economic theory states that if you increase demand of something without increasing supply then prices will rise.

Let me make it more plain for you. If they increase housing grants that will increase demand for housing so it will become harder to get a house.

If you say I don't think that any illegals should benefit from any housing scheme The easy answer would be just to take away all funding which would ensure that Black people also don't benefit from said program.
