Anyways, lets say I am the leader of the Democratic Republic of Congo. Which is a wopping 2.345 million km in size!!!! That's bigger than Mexico, Saudi Arabia, the Horn of Africa, Western Europe(CIA definition), Libya and Mongolia...
Yet its a country with so much fukked up shyt from political instability to extreme violence. If I was leader I would be a mix of Sir Seretse Khama, John Magufuli, Thomas Sankara, Xi Jimping, and a LITTLE bit of Mao Zedong and Mugabe in one. My ideas are similar to
@ZoeGod but I'm going to expand more.
As president my first order of business would be investment in infrastructure in the Western Congo. Infrastructure in the Congo is a complete MUST. But I'm going to start with the Western part especially Kinshasa since it is less dangerous and more stable than the mineral rich Eastern Congo. This is just the small first step. I would be like John Magufuli in encouraging the ambitious of industrializing.
With the assistance of the Chinese, Japanese, Indian, Korean and Middle Eastern investment I would invest in infrusture development in the Western Congo from roads, ports, schools, hospitals, government buildings, the list goes on. Kinshasa for example would get bigger in size and more people would have jobs. These infrastructure deals would be like most the Chinese-African infrastructure deals i.e minerals for infrastructure. HOWEVER, I will make it law to the Chinese and other foreign companies that they MUST hire Congolese workers and train them.
As the Western Congo is slowly being developed. My next goal and probably my most important one would be training the national army from the ground up. Like
@ZoeGod said I would get them trained by not just the Chinese but also the Russians if need be. I then would purchase new state of the art military equipment from China and Russia. I would get them on board to do this by telling them they would get access to the mines in the Eastern Congo before the Western Powers do.
After that I would create a widespread propaganda around the country by stating, "we are INVADING the Eastern Congo"/"We are taking our country back!" Some next reunification idea like West and East Germany. This would get the people pumped and they will behind it. I would invade the Eastern Congo will my newly trained army swiftly take out all the rebel groups and secure the mines. I would push back all those Hutu forces back into Rwanda. I know Rwanda and Uganda ain't going to like this but I would deal with those two later.
The rebel groups have been eliminated and the surviving ones will be charged with crime against humanity. The Eastern Congo is finally stable without violence. The mines are secured. Like promised China, Russia and whichever non-Western country that helped trained the army get first access. With the Eastern Congo now stable, going to the mines is a bit easier. BUT... when it comes to infrastructure the Eastern Congo is worse off.
My next order of business is creating a propaganda that will make people MORE pumped than the one when we invaded Eastern Congo. And that is unifying the country via road, rail and even AIR infrastructure! I would make multiple trips to Beijing to get more infrastructure deals. After getting the Chinese on board Goma for example(an Eastern Congo city) will have its first MODERN airport. Road infrastructure would finally connect the Eastern and Western congo along with bullet trains. Back and forth between the two regions would be easier than before. And thus the economy would take a big leap. I would then invest in mining infrastructure(which is a MUST) to make mining much easier and FASTER.
Moving on to mining. I would be like Seretse Khama of Botswana who used just diamonds to make his country from the poorest to the most developed nation of Africa. But unlike Botswana the DRC has MORE minerals besides diamonds such as cobalt, uranium, coltan(VERY important), and other shyt loads of resources worth more than the USA very own GDP. Also unlike Botswana the DRC is rich in human capital. The fourth largest in population in Africa. Early on I encouraged foreign companies to train Congolese in infrastructure building, but I would do a Mugabe and invest HEAVILY in education. making education free, getting the best teachers and expanding more in developing up to date schools. This would further make the economy take a leap. Like Mao Zedong I would unify the people and ruthlessly end tribalism. Next I would fight back against corruption all the while making my own party the dominate one like

A few years later the Congo is kicking ass. Its the fastest growing economy in the world. Making news around the world. But we forget about Uganda and Rwanda. Two pissed off neighborhoods who can no longer steal Congo's resources and manipulate the situation in Congo due to rapid development and stability. Lets say Uganda and Rwanda "try something" to stir up shyt in the Eastern Congo. I place my military who are now trained and armed with more advanced weapons on the borders of Uganda and Rwanda. This scares the shyt outta these two. And they back off(for now). Feeling that my nation has to be more secured. I invest more in the Congolese military. But instead of buying foreign weapons(who ill not sell you their best of the best obviously), I instead develop my OWN by using what we learned from the Chinese and Russians. And I do this by COLTAN... Coltan which Congo is RICH IN! Just to give you an example... Coltan is not just used for laptops, computers and other electronics but also military jets and other military engines.
I would expand the Congolese military complicity with state of the art fighter jets. This would be possibly because now that DRC has a educated class with many STEM graduates, I would send them to countries like China or Russia to learn how to build fighter aircrafts. Anyways, after this Congo would become the dominate power in Central, Eastern and a BIT in Southern Africa. Rwanda and Uganda will be scared shytless while shytting their pants. They will no longer try anything. This ain't the Congo they knew before. South Africa and the SADC would be glad of our development and let us take a more dominate role. Angola would be confused as what to thank but would be glad that there would be no more instability on their borders. Tanzania will welcome us into the EAC even if Rwanda and Uganda are against it. The DRC now makes the rules in their region whether the other countries like it or not. And in the EAC we can now FULLY keep Uganda and Rwanda in check.
After the Congo has become developed(at least on the level of Botswana). I would do a Magufuli and put heavy taxes on companies that break the mining rules. My next order of business is to finally industrialize. Being an exporter. Chinese has said they need more markets. Congo and China reach an agreement to create factories in Congo where its no longer "made in China" but "made in Congo." I do a final push for industrialization by industrializing EVERY sector including agriculture which feeds the entire nation. The DRC no longer needs to import cars because we can make our own cars at a fast and rapid pace.
Though the Congo has an electricity problem still. This goal is probably one of the HARDEST and that is the grand Inga dam. The Grand inga dam of the Congo River(one of the most POWERFUL rivers in Africa). With the Congo now developed and with a bigger economy we try for the construction of the grand inga dam again with the help of South Africa, other African countries, the Chinese and I even get other countries aboard. The Grand Inga dams are completed MUCH easier than before. The Congo is now powered but also HALF of Africa. This was not just a move to power the DRC but a political one to G check the rest of Africa. The Congo's influence and political power around Africa has now grown 10 folds!
I then do minor stuff like protecting gorillas(and other wildlife animals) as "they are apart of Congo and an important asset to us." With Congo stable with MANY beautiful scenerys and animals I then promote tourism which also helps boost the economy.
The DRC is now a powerhouse of Africa. A true "heart of Africa." Years later DRC is still kicking ass. But the West from the British, France, EU and the USA ain't like this. They can no longer get NEEDED resources from the country like before. They give us hints that they are coming for us economically or WORSE militarily if shyt hits the fan. I join BRIC with China, South Africa, India, Brazil and Russia. I form CLOSER ties with those nations but especially China and Russia. But the Western powers still wont let up...
My next step is the HARDEST and almost suicidal part. That is obtaining nuclear armed weapons. Since my economy is in MUCH better shape than North Korea's and we are rich in uranium with an educated population, the process should not be as difficult compared to NK's. We test our first underground hydrogen bomb. This makes many nations(including African ones) turn against us. We are met with many sanctions. But we bypass them without using the American dollar(see what Iran is doing and what Libya did). China and Russia still have our backs(unlike North Korea we are NOT under lunatic leader). We say to the world that we need nuclear weapons for our OWN protection and that we would not harm anyone. We then use propaganda to racialize it by saying "why cant Africa have nuclear weapons." This gets the Black diaspora on board and in support of us. As we may be the FIRST nuclear armed Black nation.
We complete our first long range intercontinental missile tests. Its a success! More so than NK. Why? Because unlike NK we have economy for quicker success. We get more sanctions. But it doesn't scare us. We do another hydrogen bomb test. More sanctions but then the West may be gearing to take military actions. We then enter in a miltary alliance with China and Russia. We ALLOW China to have SOME of their military bases in our country(since China sees us as a valuable asset). This keeps the West at bay but ANGERS them.
We do more missile and hydrogen bomb tests then finally we start creating our own. The Democratic Republic of Congo is now the FIRST nuclear armed Black nation. This sends a shockwave across the entire international community. It sends a shockwave to Blacks in America. The DRC is now the great power of Africa. We are now fully industrialized. Fully developed. And take a lead in assisting other African nations around the continent.
And finally I make a deal with the Diaspora similar to Ghana but unlike Ghana I KEEP that promise but add more such as business opportunities that the Diaspora(such as Black Americans) will get over foreigners. The DRC is not a "Black havan" or "Black paradise." We still have more work especially with the sanctions taking a toll on our economy but we are almost there. It would be like India but with SLIGHTLY less poorer population.
