I just fought that one in the basement it's a side quest after you leave the area if you come back. The leader of the rebels gives you the key. It's a level 21 beast.

I'm playing on Hard. It seems manageable enough in most cases IMO. Only boss that killed me more than once so far was the thing under the sewer.
