Irrelevant. The rules are arbitrary, and therefore unconstitutional. Why should a Sheriff's personal feelings determine who gets to express their rights? What other rights should have these kind of rules?

Because modern journalism sucks. They constant report on stories and highlight what they determine are pertinent details but there are more important details to a story that get glossed over. I notice this a lot about race related topics like if someone is a victim of racism, the most egregious part of the story is a lot of times not highlighted as much.
