these immigrant groups come in as a buffer class and compete with us for housing, education, political representation and employment.

Economics. Black immigrants eventually become high earners/business owners. That benefits the black community because they do invest in communities and lend to our spending power. These companies/politicians pander to our spending power and they don’t care about ados/fba. Black is black to them. The larger our spending power the more power we wield.
Black immigrants have tenuous ties to the adis community at best, they aren't investing in our communities.
