The only reason Sanders is threatening to filibuster is because Republicans aren't going to pass it.

He's gambling on it for the elections in GA, which is fine.

But dems punting the defense spending until the Jan 11 after the new congress is sworn in doesn't hurt Republicans in any way.

McConnell doesn't have to make them vote on anything.

And defense spending bills are some the most easily passed pieces of legislation that come up.

So you're either banking on

1.) Senators not voting to bypass the filibuster for something they've already passed with a veto proof majority or
2.) McConnell will bow to pressure from Bernie Sanders and hold a vote that potentially cost him the senate leadership position?

control of the senate is on the line in georgia. "i voted against you getting a two thousand dollar check" is not a good message for perdue and loeffler

A source close to Sanders said the Senate races were a factor in his decision — part of a bid to keep Perdue and Loeffler in D.C. and focus the campaign on their position regarding the $2,000 checks. Sanders also threatened to shut down the government earlier this month if the coronavirus relief bill did not include direct payments; ultimately it included checks of up to $600 and the government stayed open, though now Trump wants to go much higher.

Though veto overrides can be filibustered, as Sanders plans to do, it is a rare procedural move because the veto override already requires 67 votes and the filibuster is simply a delay tactic, according to the Congressional Research Service.
