If this is the alternative then from a probability and upside perspective, young Black students are fucced.
On the job training, and aptitude test relevant to the job... dont need my plumber knowing Shakespeare and or the details of the Bolshevik uprising.What is OJT and what kind of aptitude test are you advocating?
I disagree i think k-12 reforms would benefit minorities greatly, its all about what reforms we make.

So you want robots? Good little obedient workers who don't know enough to question anything.
Denying as many people as possible form a broad liberal arts foundation can accomplish that mission.

I agree that reform would benefit minorities greatly, but I think reform occurring is unlikely given the relevant factors and constraints.
And so the likelihood of reform happening is more relevant than what reforms are made in this context.
