The beauty of Bond is you can pick up threads and drop them at your leisure. Dr. No and From Russia With Love both dealt with SPECTRE. Goldfinger didn't at all, didn't even mention them. And Quantum was always a stand in for them since they didn't have the legal rights to SPECTRE anymore but now that they do, why not use them?
