That's not going to change. College campuses have higher incidents of rape relative to the general population as well. Why? Because young men want to fukk. Then you add the much higher testosterone charged atmosphere, relative to a college a campus or general population, and combat stress - you're going to have higher incidents of rape. I honestly don't know how much more the military can do to mitigate the problem.
