They're definitely changing up the story from Sonic Adventure 2 (which is fine).

It also doesn't look like the government is confusing Shadow with Sonic (which was always the dumbest part of the plot) nor does it look like Robotnik is the one who broke Shadow out like in the games.

I'm fine with them not following the exact story from the games though, gotta streamline things for a 1-2 hour movie.

Who’s left villains wise after Shadow because Chaos and Metal Sonic. Are the only two I can think of that’s popular. I doubt they’re touching anything passed Adventure 2.

That's honestly all I can think of too maybe they can bring in Rouge but she'd be a side villain at most, same with Sage

Maybe they could do Black Doom or Dark Gaia, but they're more generic doomsday villains without much personality. At the moment my best idea is to just use Chaos and tie it back to Knuckles' origin. Either that, Metal/Mecha Sonic, or they just come up with a new villain.
