Owning the publishing is owning the writing.
Beyonce would rightly own the masters or her label, but she has no reason to be asking for publishing she did not write it

With master rights you get control over when a song is sampled, money when it's sold, etc
With publishing you get a say when a song is used for a commercial, movie, who can cover the song, etc And receive payment...why wouldn't the person who sings the song want some publishing if that is the case
