Since he owns the buildings and so on, he can see some revenue back and reinvest back into the businesses, with the rest of the money put forth back into the socialism-lite program he set up. Add that I can imagine that of the buildings built, some of them are space for rent. With all these improvements, even if he offers the spaces at a low rate, businesses will be clamoring to rent out the space and spend a decent amount. The hospital itself may prove a good source in itself though how much is dependent on what reimbursement scheme they are using. Direct standard fee-for-service vs a more value-based system may make considerable difference. The hospital equipment is also of issue due to depreciation but I feel like he has this all thought out.
