Yea once the electricity goes out, the domestic water pumps can not operate. The head loss is too great in this situation for the water to be transported to your hihg-rise apartment without the assistance of the pump. Aka youre shyt out of luck. I'm an engineer with a day off due to the storm, dont mind me.
