Mncutty is a detective, Hank is an Assistant Special Agent of DEA, which is more power over the detective.

Mncuty wouldn't have caught Walt that easily because he doesn't know what he looks like, wonder who Heisenberg is?.

In the Wire, he already know who Marlo crew are and Avon crew are, already know what they looks like and he still have a hard time to break them down, etc. while Hank was having a hard time to find Heisenberg,etc And they didn't even know the Greek in the Wire. I doubt it that they would caught Gus, etc
