i really dont think stern is wrong here... popavich knew this was a nationally televised game, he could have rested them against orlando, got a W, and then been ready for the heat. or he could have rested two against, orlando, two against miami. he did not have to do it the way he did. this is a marquee matchup that people wanted to see. you have to remember this game is for the fans. this is different than resting at the end of the season because that is usually when positioning is set and you want to rest/not risk injury for key players and fans understand that.
Stern isn't wrong for disagreeing with Popovich's methods. I think most people around the league and most fans disagree with the methods but since Popovich is who he is and he's had a lot of success, we understand why he does it and have no grounds to do anything beyond voicing our disagreement.
I keep hearing people use this line about the guy who saves up his hard earned money to see the Spurs and then goes to the game and doesn't see any of his stars but how many Spurs fans are there in Miami? How many are there anywhere outside of the San Antonio area? Furthermore, anyone who is a Spurs fan is probably just fine with Popovich doing that. And who hasn't seen Duncan and Parker play before?
It's a lot of complaining about nothing. Out of the 1200 games or whatever it is that are played each year, this situation affects 20 or 30 of them and 90% of those are in the last week of the season.
