sure it does. but most legit stores don't do it because they would get busted too. but if you live in state where you can only own a 3 inch pocket knife. and you find some shady store that sells you a 4 inch knife. you are still gonna catch a charge if you get caught with it. you can't just say "b-b-but I bought it at a store". well you can say that, but that's called "snitching"

I've played offline and gained achievements on a gamer tag that isnt live. I've connected to live several times with the same console but with a differet GT and im still not ban...These idiots have to be doing something stupid to get caught. They either playing with their live accounts offline or going online with their accounts but not playing MP...
