I actually heard that in eastern europe...the smaller cities are safer. as in, people still will look at you like you're a zoo exhibit (moreso than in the big cities), but they will be nice and dont have neonazi movements of the bigger cities.

Landed in Warsaw this morning, was there for a bit and then drove 200 km north to Olstzyn where i will be staying for the next week and a half. I have yet to see a single black person in the country, period. It's not a comfortable feeling at all
