There are many jobs in a hospital, besides nursing, that require scrubs. My cousin is a neonatal technician in the NICU. She works with the machines (and sometimes the babies), but she is required to wear scrubs. The nurses wear different color pants than the technicians.
But why they all call themselves NURSES?

I'm not exactly sure who you're talking about. I have never met a person claiming to be a nurse who wasn't nor do I make the assumption that they are a nurse just because they are in scrubs. Maybe you should ask all of the non-nurses that you encounter who call themselves nurses.
