this is what I posted in the other thread. there's a chain of command/collusion from the Baja state prosecutors office, to the local Ensenada police, to the local plaza bosses, to the guys on the ground.

those guys were working for Sinaloa assets in that area, in some way. Aquiles has that area. They were low level retail drug dealers/enforcers.

Unaffiliated bums think they can goto the coast and commit fouls and avoid a total shytstorm. Nope the Cartel will find you and show you not to put heat on the map, as well as curry favor with the public and the feds.

In somewhere like Baja, all the local authorities, inclduing the prosecutor are compromised somehow.

In somewhere like that part of Ensenada, there is even less law and order. Yes, there is safe tourism, but the entire are is controlled by elements of drug trafficking, planes land in clandestine air strips, boats are unloaded, trucks are loaded with product heading north, drugs are sold at retail, meth use is extremely common.

Guys that are on local cells payroll often supplement their income by robbing and extorting people. Very common. This just got messy. Tweaked out robbers lost control or a situation, called for help, stashed the bodies in the well. But this got national traction, so they had to give them up. How do you think the police found those bodies? They were buried in a remote well. A body dump spot. Someone told them. Local police reach out to their contacts in the local cell leaders and they give them the into they need to decrease the pressure.

here's the structure

US political/law enforcement assets hit up the

Baja State Prosecutor Attorney General who hits up

The police chief of Ensenada who talks to

The local plaza boss of Ensenada (organized crime) who talks to

his on the ground guys (organized crime) who talks to

the people on his payroll (organized crime) who come up with:

names and locations or bodies

there is only a small difference between organized crime and politics/law enforcement.

in return, Baja State prosecutors will say this is not cartel related. And keep any mention of local cell leaders or local traffickers out of the news.
