You can't buy something that someone doesn't want to sell. Spider-Man is the most valuable property in all of comics. Even the bad Spider-Man movies make tons of money and sell a butt load of merchandise. Spider-Man is the only guaranteed money maker that Sony films has, the company would have to fold or come close to folding for them to sell.

Despite allowing Spider-Man to enter the Marvel Cinematic Universe because they realised they were handling the character all wrong, Sony Pictures is pushing ahead with spinoffs unrelated to Tom Holland's wall-crawler and the latest to land a director is the Black Cat and Silver Sable movie. Gina Prince-Bythewood will be at the helm, and while her name may not be familiar to you, she's no stranger to the world of superheroes after recently taking the helm of the Cloak & Dagger pilot.
She'll also be rewriting Christopher Yost's (Thor: The Dark World) screenplay and the movie has been given the title Silver & Black. That's actually pretty cool and a little less wordy than using their full superhero names. Unfortunately, story details of any sort still haven't been revealed by Sony.
Prince-Bythewood has directed Beyond The Lights, Love & Basketball and The Secret Life of Bees, and is the latest in a growing number of female directors to be chosen to take the helm of a superhero movie with a female lead. Black Cat and Silver Sable should make for an interesting pairing, but with no Spider-Man involved and no ties to the MCU, it remains to be seen how satisfying the movie will be.
