Just looked it up, apparently there's a Silent Hill movie coming out paired with the release of the game
This game wouldn't even be considered if it wasn't for the success of RE2 remake and the upcoming Silent Hill film.
And they are twice the size of Red Barrells.
I'm not advocating for Red Barrels to develop SH 2 specifically, they're not my dream choice, I was just answering your question. Plus, Red Barrels is better on the creative side their games look better, and I feel they would capture the atmosphere and aesthetic better than Bloober and that's all that matters, it's an old game. Bloober's games save for Observer do not stand out artistically, they also make terrible decisions when it comes to writing and voice acting; shyt they seem to agree since they literally ripped Red Barrel's Outlast look for their Blair Witch game.

Imo I rather another studio remaster/remake similar to how Bluepoint worked on Shadow of the Colossus, work on top of the original and try to retain as much of the original vision as possible while touching up the mechanics, nothing crazy. Remakes shouldn't change the art style of a game, this is why I hate twin snakes.
