Facts if anything MLB should be monitoring the umps and other sports leagues monitoring their officiating because they have more of an incentive to manipulate game outcomes if they are better or using cut outs to place bets..

I believe most Japanese people are taught English in school there. I don't know about fluent/perfectly, but I doubt it's something he tried to pick up in his 20's or anything.

a lot of them just don't like to speak it publicly because they don't like how they sound with the accent/trust how good their english is too.

I think you would still want to have a translator to some extent if you're playing baseball at his level just to make sure things don't get fukked up with your wording in the media, but it's nothing like if you were to drop me off in china or russia and i know like 1 word and would need someone to translate every single thing for me.
