You can test the speed of light, just like you can test the speed of a car, a light year is the equivalent of MPH except over the course of a year. We can take a car going 60 mph and figure out how far it will travel after 7 hours its the same for light without needing to account for traffic or gas and light travels at a constant speed.

Your argument about testing only stands up if you believe we don’t have the ability to measure the speed of light. We don’t actually need someone on a planet 100 light years away to take a photo and see if it matches a hundred years later to be able to test and come to a conclusion.
