Most employers will tell you during onboarding that any activity you exhibit "off the clock" and away from work reflects on them & represents the institution & you can be disciplined and/or terminated if they feel your behavior is detrimental to the public image they wish to maintain. That encompasses a lot of extracurricular activities that may not be illegal if you choose to make said activities public. If Ja wants to cosplay as a shooter without penalty, he needs to figure out how to pay himself a 250 million dollar salary. Until then, he represents his employer and is obligated to proceed accordingly.
