Supposedly since this is being done through reconciliation, they only have one shot at passing it during this session. You can't vote on the same bill via reconciliation twice in the same session. If it fails the vote, they will have to wait until 2019 when the next congress takes office.
So they pulled the bill till after July 4th recess.
I can't believe McConnell honestly thought he was going to pass this bill before the recess. He wasn't serious about passing this bill. He just has to show that he tried.
There is no way the few "moderate" Republicans are going to pass a bill that the CBO says is going to kick 22 million people off healthcare going into 2018.
I think they come back and say changing the law in August is too late because insurance companies have started writing their 2018 policies.

Mitch has the perfect out, too. Trump basically threw a grenade with the "mean" comment, so the senate is like "why should we pass something for you if you go out and trash your own sh1t". Believe me, they are looking out for themselves at this point, Mitch can say he tried, doesn't have to pass sh1t, and it makes the seats less vulnerable in 18.
