There was still the capturing of Cap team, transporting Rhodey to a hospital and waiting the surgery to be over, talking with Widow afterwards and whatever debriefing from his superiors, then travel time for his jet to go to the Gen Ross secret prison (and thats ASSUMING it was already at the hospital), then his time at that base (I'm sure it wasnt as brief as it looked in the movie from landing to talking to Caps team..... thats a pretty large and deep prison and I'm sure they dont keep they most dangerous inmates right there at the door for an easy escape).

All that went on and Cap & Bucky were still in the air flying from USA to the foreign country..... a couple of hours had passed

ok the fight happens in germany... i'm guessing he just picked rhodey up and flew him to hq... cause in hq he's getting an MRI... so he didn't wait for shyt... at hq widow has a convo with him... mid convo he gets the message about the body at the hotel

so there is no briefing with anybody

the very next scene he's landing at the jail... so he didn't round up shyt... probably had the military or other avengers round them up... cause it's only the humans in jail... nobody they'd really have to try and capture


he bounces from there in his suit... mind you this suit flew past f-16's like they were standing still.... and goes to siberia where cap is..... germany to siberia is a 10 hour flight
