Same reason people move to Dubai. Playground for the rich.That's the ultimate goal anyway. May not play well with the Salafists and other more fundamentalist Islamic element in Saudi society though. MBS apparently doesn't give a fukk though.

I Just moved to Dubai last month and not rich. But the wealth in this country is insane!!

I mean they are building something there clearly and likely parts of it will look more dope and futuristic than 99% of 21st century America. The problem is religion. For the most extreme elements of their religion, those sites are blasphemous. And the current Afghan government has the most extreme form of their religion.
To put it in perspective, it would be like the Vatican discovering an underground mausoleum in Rome that's dedicated to @ba'al or operated by Visigoth worshipers of Freya. The Pope would be more likely to light the place on fire, than to create a new museum.
This was actually a huge point of contention when isis brie fly controlled large swathes of Syria ,Iraq,, etc . They basically destroyed everything in those old towns. And only after they lost access to oil fields and were at their most desperate, did they try to sell the remaining antiquities on the black market
