The Thin Blue Line strips most of them from being able to speak truthfully on this issue or perhaps there really are not that many good cops.

I personally think it is both, both are happening at the same time.

I really hate how the story is written as if the kid was trying to evade the officer from the start. If anything, it appears the kid was startled, and that caused him to fumble with the gear lever. It's baffling to me how some cops can escalate a situation for no reason, either with their tone or actions.

I feel like no officer should be granted a "fear for my life" excuse when they're the ones escalating the whole encounter. That should go for no-knock search warrants too. You don't get to suddenly cause people to react, shoot them for understandably reacting, and then say "fear for my life". The police doesn't like sudden moves, neither do we.
