So he sees a car that "evaded" him on a different day. He calls for back-up, THEN PROCEEDS TO MOVE FORWARD TOWARDS A SITUATION HE DEEMED DANGEROUS!

Look at this rookie's rogue police work. Calls for back up, walks up to it without pulling his vehicle behind it (#1 error), opens the door without real reasonable cause (#2 error), opens fire like a trigger happy demon (#3 error). Totally violated dudes civil rights. Hope the kid survives and sues.

This is the type of person a lot of these police forces seek. It is only a problem when they mess up so bad that no lies can fix it and time does not make people forget. They literally X out people who do too well on the police exams to hire these meathead idiots to police our streets with guns in hand ready to shoot at the slightest perceived provocation (especially when the target is Black).
That teenager was shocked to see his door opened and a gun in his face, the former officer's actions looked more like a carjacker than a government official. Of course, that kid's possible reaction would be flight. I hope all the charges are dropped and that child comes out of this with a hefty payout from the city.
