2 did nothing illegal as all of this happened under the DREAM act.
The right to obtain a license doesn't guarantee them employment nor does it circumvent hiring practices that require citizenship, visa or a green card.
Further, why wouldn't you want US raised and educated highly skilled workers to not practice in the US where they were educated and trained?
