Well for one, he can't sustain it. Not at this point in time, at least. Maybe you're right, years from now, he'll do it.

But if you're saying he's gonna do it next week or next month, or even next year, you're crazy.

I don’t see how this helps them.

More sanctions. The Russian economy is taking a major hit. They have terrible wealth inequality while majority of their wealth depends on international exports/imports. Qatar is an oil producer. If Russia get blocked from exporting, then Qatar can ramp up, as well redirect the supply chain.
