Yeah supposedly even though they had strong suspicions it was fake, they knew it might be leaked if they didn't treat it seriously because they didn't have a smoking gun to prove without a doubt it was Russian disinformation at that time. Though it seems now they're certain.

So either act on it while having suspicions and avoid being called out on impeding an investigation or hide it, have it leak, have no definitive way to prove in the moment it's fake and be accused by the GOP of a cover up to help Clinton win.
