Being an executive is the same as any job where you manage people. Employees are more productive and are much more focused if you inspire confidence and provide support top down.

Managers who think bullying and being angry is going to inspire a worker to work well towards your goal and be happy will be disappointed. More over, it sows employee discontent. At the end of the day, people in government are like any other employee or human being and want to feel that they either are not being attacked or they are not being listened to. This is something a manager should be doing.

You start sending your most likely immature, not politically savvy minions into government offices to be your eyes and ears and you will only sow even more discontent. Leaks will only increase.
