Fox already announced they're doing a New Mutants spinoff and I'm pretty sure if Deadpool is successful, they'll be doing more with that. That x men franchise is going to be at Fox for the foreseeable future breh. In the meantime, Marvel has to deal with the stuff they have and by doing a thunderbolts tv show, that allows them to stay in that dark and gritty area that daredevil is in and that punisher will be in if he gets his own show

They do not own the xmen rights, and any all things related in the marvel mutant section of the mcu, that includes putting them in movies and tv shows...

If they do this after The Defenders and can some movie villians in it shyt will be a good look. I’m assuming Infinity War will incorporate everyone in the universe TV and movies so putting some movie villains on a TV show after the fact will seem like a natural progression.
Plus they can wait for Suicide Squad to come out observe what they do right and what they do wrong and then bite the shyt out of the good stuff and change the bad stuff.

Fox owns it so they can do it the way it should be done. They own any x men related property or character but i guess there are some instances where the rights are a bit funky, like with scarlet witch and quicksilver. But they can't call them mutants and can't say their father is magneto

The OG Thunderbolts comic written by Kurt Busiek and drawn by Mark Bagley was one of the best comics that Marvel produced in the 90s. The later versions were OK but never were as good as the original to me and the twist of all the characters being Avengers villains in disguise was shocking in the comics but would be far less so considering the MCU has really not spent any time building up villains like that.

I don't know how it works entirely. Some writers have speculated it depends on which book they first appeared in, others have said it depends on the terms of those deals way back when. To my knowledge though, they can't use any of those cats. And they can't call them "mutants" they have to call them "miracles" or "specials"
