I've always felt like they wanted to get the WWE title off him as the first dent in the armor cracking. Keeps the 1000 day Universal reign going while still letting him catch an L and dive into the pure paranoia/sociopath aspect of his character.

That doesn't need to happen at WM or even technically have him eat the pin.

From a writing perspective, you may never get the chance at a 1000 day champion storyline again so it makes complete sense and was the right call. Plus, it was never Cody's story, it always been Main Event Jey's.
