You can be in the hall solo and as an ensemble.
Usually by having a prolific solo career. Then being part of a legendary group. Usually most cats were part of another promotion .Usually the most fréquent way. Usually you had a prolific career recogized in either. More than one promotion. Or multiple prolific stints.

Like for an example
A ric flair would have multiple titles in one company, ala mid carolina wrestling. He gets put in the hall for that promotion. Leaves for another place, wins titles and joins a legendary group (horsemen). They enter the hall, he goes in with em ( its considered its own entity). ( that group with batista would be another notable selectiion
