He had a 60 TS last year.
He didn't get that from playing "bully ball".

See -

"- there's a reason why he tries to truck defenders in almost every 1v1 situation, rather than displaying any notable basketball skill
- there's a reason why he only shot 32 eFG% on jumpshots last season
- there's a reason why he was in the bottom third for all big men in scoring production on touches off passes in the halfcourt
- there's a reason why despite having a 'time of possession' equal to AD and LMA, he was still near the bottom in the league for big men in self-creation points
- there's a reason why he had the highest turnover rate out of all 4s in the league, and yet didn't come close to balancing it out with offensive production; again, ranked poorly in self-creation points and only averaged 2.6 assists per game - yet had the third-highest turnover rate out of all big men - only behind Embiid and Cousins, both players who generate elite offensive production."

How’d he get it then, and have a 20 PER and a positive net rating for a below average team.

The team he played for last year wasn’t good and he had to create on his on not get any points created for him.

By rolling to the rim, put-backs and capitalizing off easy scoring opportunities in the paint. He was one of the WORST big men in the league when it came to creating his own offense last season. His scoring efficiency wasn't due to his "bully ball".

I just want to say in that rockets game Randle showed more offensive versatility the I’ve ever seen him display. He’s gonna be good in Gentry fast pace offense. I’m sure he’s glad to have more freedom and less pressure from being involved in trade talks daily. But obviously this is an asterisk. You can’t compensate for two blown ACL in a four year span. If not Jabari is still the more polished player when skill set is compared without the injuries
