Because games don't run off discs, they run off the HDD. Discs act like a key that gives you access to the game on the HDD, it's why you can see a game on your HDD even though you own the physical version. It's also why any game disc installs before starting up unlike the old gen when the games were compacted on a disc.

Digital Installation:

• PS4 - 99 GB installation space with an additional 50GB for the installation process

2 discs? What is this shyt I remember back in the day of PS1 and FF7 having to switch discs and shyt, I might have to cancel my preorder and get a digital version if it’s true but something tells me it is not.
